Mandelson's hints on fees

Lord Mandelson's first set-piece speech in universties contained some interesting hints on the future direction of the tuition fees review.

 A lifting of the cap - or at least some way of requiring graduates to pay more - looks inevitable. But he also wants to find ways of ensuring more of the fee income goes towards widening participation.
